| 61806194 | The main point here is that unincorporated communities and census-designated places — even though they are locally known as towns and villages, and have post offices and addresses — are not "administrative boundaries" and therefore don't have a value for admin_level at all. The actual administrative boundaries are defined by state law, and OSM establishes a uniform numbering for these across all the different jurisdictions. |

Unfortunately, a long time ago, CDPs were imported as boundary=administrative,admin_level=8, which isn't right. They should be changed to boundary=census. I feel the wiki is disorganized and hard to read here — try the talk-us mailing list if you have further questions. |
