wikidata=* is to say that the tagged object is exactly the same as the object on Wikidata. I don't think it's possible for an initiative to exist physically, and I also don't think this traffic sign is where they headquarter. However, the sign does have Solar America Cities branding on it, even though Solar America Cities is not commercial. brand:wikidata was correct.

To be clear, the tax assessor isn't an authoritative source on street names. That would be the org which named them, which would be the city's department of transportation.

I just fixed a mistake where each building was labeled as a residential land use/apartment complex, instead of a building, and building=apartments is the correct tag for condo buildings: building=apartments

Welcome to OSM and thanks for your contribution! Informal names used only by the local community might better go in the "loc_name" tag, so that the proper name can stay in the "name" tag. layer=* is not a physical descriptor, just a hint to the renderer for what order to draw features. Therefore it applies to the building, but not the associated amenity. It's fine to make gas stations a separate POI, but it wasn't wrong before either.

To be clear, vehicle capacity alone doesn't determine the class of road. Connectivity is more important.
