Why are some sidewalks tagged as cycleways, while others aren't? From what I can tell, bicycles are permitted on any sidewalk in the city, so these should be tagged as sidewalks with bicycle=yes, unless there's signage marking specific bicycle paths... but given how these stop at random points, I'm going to assume they don't.
