Do you have any proof that this road is State Route 217? Given that you've added several other state routes to OSM and have had people question them, I feel like you just made this one up.

Why do you think I-15 through this interchange should be marked as a motorway_link? It is clearly the thru route for this interchange and should thus be tagged as a motorway.
