Looks like overgrown green space of some kind on Bing. What's happened/happening to it?

Park is signed as residents only 5-12yo 09:00 to 18:00. Seems impossible to police but that's what the sign says

Much of this development is complete now and needs mapping properly. I've added in 3 retail premises as a start (approximate positioning from going past on the bus)

The place has gone or never existed. A user of Organic Maps application has reported that the POI was visible on the map (see snapshot date below), but was not found on the ground.

When I drove past here a couple of weeks ago, the road layout bore no relation to what is in OSM. There was one road from the south that turned west, and one joining from the north. There were not three parallel north-south roads (though individual lanes were marked at the junction, and could be mapped as lanes).
