I don't believe these are duplicate nodes but bus stops on opposite sides of the road, so conflation not appropriate. Duplicates are being reviewed manually to check which position is accurate
I'm using my own account only to do a manual post-import review and cleanup of nodes. Not as neat as purely programmatic but safer even though it is slower and results in some temporary anomalies. Give me time and they'll all be resolved

I did muse over this one. There is an elected mayor and powers over economic regeneration. From WMCA's website:

Combined authorities are legal bodies with powers of decision making granted by parliament. They are a new way for local authorities to work together on key strategic functions that cross geographic council boundaries and which could be more effectively delivered together rather than separately. Examples include transport, regeneration and skills.

Government understands that local areas want more control over their own spending and decisions. Local authorities and local people want powers to be moved from Westminster to the West Midlands. To allow this to happen we must demonstrate strong governance arrangements and in this instance we have proposed a combined authority.

I didn't think it was level 7 as the constituent authorities aren't subordinates, just transferred some of their powers - so I chose level 6 the same as the constituent members

This looks very suspicious. Aerial Imagery shows landuse=residential with garden walls running across your footpath. Please amend.

CAn you access these footways from the road or from the towpath? If so, best to join them up

better tagged as landuse-grass with nodes tagged natural=tree
