Please have a read on this, for admin level=10. Currently we don't really practice place=borough. However I think we may amend the page upon community's opinion. Place = borough work better for those cities with Section / Precinct.

Thank you for your answer. However, I think that this industry label should tag for the entire area, which also makes it convenient to display the specified address/area. It should not be according to one lot at a time. If some of the lot in the industrial park are not for industrial use, they may be marked as other uses in their lot. However, to be honest, it is difficult for us to determine which factories in an entire industrial area have bought land for non-industrial use. It may be easier to judge for a small industrial area, but it is very difficult to draw one by one for a large industrial area, plus these enterprises may change or move at any time, so the tagging may not always be stable. I would prefer the original one industrial use tag for one area.

Place=borough maybe not suitable for Malaysia term yet? Quarter as what i understand is sub-part of suburb, and higher than neighbourhood. Personally i think place=quarter is still suitable for it
