is this a new building? visible on orthophotos and satellite images. i couldnt judge what belongs to the building exactly, maybe someone with local knowledge can help?
Also: is there a connection to the building north of it through which one can walk?

Many bus routes are missing ; going north from here and also on the island. I'm from UK so don't have knowledge to update. However I use openstreetmap a lot to advise a friend who has recently moved to Tromso.
