It seems you are adding buildings that are bigger than the actual buildings. Can you look carefully at the satellite image, and fix the oversized buildings?
If you are not familiar with what buildings look like in Taiwan, please have a look at those mapped detail areas. And I think around Hualien there are buildings already traced very well. And don't connect the building outline to roads or boarders
