As per OSM wiki: osm.wiki/One_feature,_one_OSM_element, there is the guideline of one feature, one OSM element. In the case of the September 11 Memorial museum, two entities: one the overall area: way/129835611 and the memorial museum building: way/278033604 have been tagged with the same tags. Should this be changed to follow the guidelines of `one feature, one OSM element` and if yes, which object should be tagged? Can someone local please verify this and make any changes if required?
