Please try to provide a changeset comment that's actually informative. Especially when the bounding box covers over half a dozen countries and territories.

The issues are well clarified in OSM guidelines where it says "Do not use data from copyrighted maps or any other proprietary data!" in bold text on the copyright page: osm.wiki/Copyright

This will probably confuse many people.

I think that probably still counts as copying as some of the well known copyright "traps" on maps include fictitious settlements and place names.

1993 is not old enough for the copyright to have expired. This would not be an acceptable source unless you have permission from the authors.
