These tracks seem very much like a network of snowmobile trails. Are these ice roads used by any other type of vehicle besides ATV? I'm wondering if they are regular ice roads for highway vehicles or not.

This driving range was likely developed. Imagery from 2023 shows a warehouse. But the driving range was added around the same time. So satellite imagery could be wrong. Need updated imagery or ground survey to confirm.
