According to osm.wiki/Lithuania#Roads_outside_of_cities/towns, paved (which obviously includes asphalt) county roads (which are roads with the 4-digit reference) should have the secondary classification

Is there on-the-ground evidence that the address belongs to that building? The government's address data says the address actually belongs to the building south-west of this one (or west of the "Vakarų st." bus stops)
