Well you can interpret "isolated_dwelling" as a bunch of houses in the mountains or somewhere remote, which Podunavlje isn't or a settlement away from others which Podunavlje is because it's in the middle of a swamp. I thought of it being a hamlet but the population of 1 is a bit of stretch even for a hamlet so "isolated_dwelling" fitted well because it's the smallest populated settlement tag on OSM.

True but they have so few residents that it doesn't really make sense for them to be villages. Podunavlje has ony one resident

Then level 5 should be removed from regions but it's still weird that Manchester and West Midlands should have level 5 while London has level 6 although all of them cover multiple government districts in the same way

I see that regions are not administrative but on osm they are tagged as level 5. Now the Greater Manchester and North West England relations both have level 5 and are overlapping

Hi, I changed the nodes to match Manhattan and Queens (which were suburb), I think it's better to tag them as place=suburb since it's defined as 'a major area in a place=town or place=city with a distinct and recognised local name and identity' while borough is purely administrative. Also borough nodes aren't rendered and it would be unusual for NYC's boroughs not to show up.

So basically there are two population for Zagreb. The City of Zagreb (relation/226224) which is a county consists of Zagreb itself and villages and places like Sesvete for example. It has a 2011 census population of 790,017 and 2019 estimate of around 804,507 (according to https://www.zagreb.hr/userdocsimages/demografija/Kretanje%20ukupnog%20stanovni%C5%A1tva%20Zagreba%20od%20popisa%202011.%20do%202018.pdf).

Zagreb itself (relation relation/3168167 and node node/1551865419) has a 2011 census population of 688,163 which can been found here https://www.dzs.hr/eng/censuses/census2011/results/htm/e01_01_01/e01_01_01_zup21.html near the bottom of the page.

No, problem. Podstrana tag (node/1587405959) is currently tagged as place-municipality, which is the most appropriate even though it's not rendered. Also the settlements probably will be in the 2021 census since they were created back in 2016 (http://www.podstrana.hr/Broj-20-2016.pdf)
